Hi Mark, i believe to be able to increase the number of rows returned, you will need to scale up your OCPUs. See the below article that clearly explains the limits that each OCPU can handle:

Usually, the DEV environments are at 1 OCPU to save on cost. But not sure how your environment is setup. Hope this helps!
