Hi All,

  How to Change Default user Time Zone for all users in Oracle BI Publisher, we are able to change the user time zone by logging individual user in BI Publisher.

 But how to change for all BI Publisher users Time Zone at once,

 Version:  Oracle BI Publisher 12.2.1.2.0 (Standalone BI Publisher) 

 Security Configuration: Single Sign-On Type ( Oracle Access Manager)

When BIP is integrated with OBIEE:
BI Publisher preferences page inherits the OBIEE settings. For a new user the timezone setting in the BI Publisher preferences are taken from the instanceconfig.xml.

You can try updating the default timezone in instanceconfig.xml
