I want to restrict access at a user level and report level so that only certain associates can update/configure specific reports.

Kindly advise if this can be done and how can be achieved?

Create a application role and assign BI/DV content author. assign users on that application role. Then provide permission of reports only that group only.

It might help you to restrict permission.

Depending on the data source, you can also apply the permissions at the Subject Area level. This is typically easier as it applies the permissions at a Use Case level (i.e Finance User, Procurement Users, etc)
