Federated AD authentication not happening in 2 of 3 OAC instances
Summary:
We have 3 OAC instances and all are functioning correctly, but only one properly prompts for AD federated credentials on log in.
Content (required):
We have 3 OAC instances. 2 are in one child compartment and 1 in a different child compartment. The two that are together, when navigating to the URL directly, are prompting for Oracle Cloud credentials (rather than Federated AD credentials). I don't see anywhere the federated credentials are configured at the OAC level. Once logged in to OCI/OAC, all OAC instances are accessible. If I sign in to OAC Sandbox, I'm correctly prompted to choose a federated AD account and authentication occurs correctly. If i attempt to sign in to OAC Test or OAC Production, I get prompted for Oracle Cloud credentials without the link on the log in dialog to authenticate with Azure AD credentials.

Are all 3 instances leveraging the same IDCS instance to control IAM?

I'm not sure where that's configured.
The one that's working correctly was the first established. I don't remember having to do specific configuration when creating any of the instances. They're all in the same tenancy and I expected that the IDCS for the tenancy would apply to all applications.
