Ability to query BPM Configurations through OTBI

Description
Since SOA Suite audit policies are not enabled by default, we cannot rely on the audit history to be able to monitor BPM configurations. There could be instances from an internal audit and external audit perspective where it would be necessary to report on this data via OTBI.
Use Case and Business Need
1. Audit policies (SOA Suite) related to BPM configurations are not enabled by default
2. Audit policies (SOA Suite) related to BPM configurations may not have been enabled during the entire audit period (only enabled part way through the audit year).
3. Audit policies (SOA Suite) related to BPM configurations have been disabled for part of the audit period
4. Audit policies (SOA Suite) related to BPM configurations need to be validated as to the completeness and accuracy of the audit logs

we currently have the same request from both internal and external controls/audit to prove when SOA composer is used and prove that it is not used.

Is this more related to querying the complete BPM information using OTBI or the changes that has happened (audit of changes)?
