Subject area "Enterprise Quality Issues Real Time" doesn't shows all the records

Description (Required): Subject area "Enterprise Quality Issues Real-Time" doesn't show all the record if we select the attribute from 'Relationships' folder to the selection criteria
Use Case and Business Need (Required): The request is to have a report that displayed issues and respective (ALL) actions assigned to the issue.
Enhancement Request / Service Request: Since the subject area has provided the option to select the attributes from the relationship folder, it should allow selecting simple attributes like Action assigned to Issue. But it only selects an issue that has action and doesn't select an issue that is not having an action assigned.
