Ability to revert ESS Job, BIP Job and BIP DM Data output access to behavior prior 22A

Description (Required):

Prior to 22A, obtaining ESS Job, BI Publisher Job and BI Publisher Data Model Data tab output would present the user with an Open dialog that presented the user Save as well as various 'Open with...' options.

After 22A, the output is immediately dumped to the Downloads directory, neccesitating additional steps to navigate out to the operating system and perfomr the 'Open with...' step there.

Need ability to 'decline' this 'feature' to the pre-22A form

Use Case and Business Need (Required):

Introduces the need for additional steps to obtain output. Fusion already takes 3 times as long to accomplish anything compared to EBS, so this only makes things worse.
