Language preferences to properly reflect in OTBI without clearing cache

"OTBI user language setting is synchronized with Oracle Cloud Application user language setting. When the user launches OTBI from Oracle Cloud application, the BI user locale settings inherit the user’s application locale setting. The BI user locale setting becomes read-only and the user can not change the language setting from My Account in BI. To overwrite BI user language set by Oracle Cloud application, the user can log out of OTBI and re-log into OTBI with the direct OTBI URL and select a different language from the language drop-down on the OTBI sign-on page. "

At the moment users experience issues when logging in Dutch/English language in multiple sessions, after a while the cache gets polluted and reports no longer show results. This idea proposes for a more robust solution to ensure reports display results regardless of the language settings of the users, or caching. 

Oracle advises below workaround which is feasible in individual cases but not feasible for the entire organization.

1. Clear OTBI Cache and Reload Files and Metadata:

Administration > Issue SQL > type the SQL "Call SAPurgeAllCache();" > Click "Issue SQL" (you should see a message like "Operation SAPurgeAllCache succeeded!")

Administration -> under Maintenance and Troubleshooting click on "Reload Files and Metadata " and wait to be completed.

2. Logout > Clear browser cache > Restart browser

3. Login and retest

Use Case and Business Need (Required):

Being based in the Netherlands some users prefer to access Oracle in English language, some in Dutch and some switch between the two languages. It seems after a while using both languages seems to cause reports to display 'no results' even when results are there. This is very confusing to the end-users.
