Allow the OTBI Locale Information in preferences to be set at a higher level than person

Description (Required):

At the moment within OTBI preferences you can set the locale for yourself to show dates in the format that you are familiar with for your location. We would like the ability to set this centrally at a higher level than person

Use Case and Business Need (Required):

We would like the ability to set this at a higher level than person, as it being set at person level requires each person to log in and change their own settings whereas if it can be set at a higher level there is a consistent approach to the format of parameters etc., to use ease of use etc. we have found in a number of cases people have entered dates in the wrong format and therefore the data that is returned is incorrect.
