Is BI Publisher required to add tokens to a compensation change statement

I'm trying to correct an existing compensation change statement and this requires adding new tokens from the all attributes list. I am finding that the new tokens I have added are not bringing through any data. Is this because I need to use BI Publisher to link the template to the tokens? I have gone through the implementation guide but BI Publisher is not mentioned at all. I appreciate any help anyone can give me. Thanks
