Oracle only permits use of Oracle products in ‘Authorized Cloud Environments’ – currently AWS and Azure (plus OCI!) only – so Alibaba Cloud is not currently permitted.
The list of Oracle products permitted to use in those Authorized Cloud Environments can be found here – notable exceptions to that list include RAC and Key Vault amongst others. OAS is not specifically listed but it’s previous incarnation, Oracle Business Intelligence, is.
