How to get Data Actions to show up with multiple data anchors?

When creating a data action, if multiple data anchors are selected, the data action disappears altogether. The current workaround is to create a data action for each fact needed, but this creates a lot of clutter and repeated work. Is there any way to get them to show up even with multiple data anchors?
