Need a lower role than BI Service Administrator which can be assigned to users to monitor the jobs

Requirements: Need a lower role than BI Service Administrator role which can be assigned to a user to monitor the jobs submitted by all users in BI Publisher but without any other Admin Access.
Currently, if a user needs access to view/edit another user's BIP Report Jobs which was not scheduled with Public Output option, it is only the BI Service Administrator who can do that.
In General:

Admin users - Can see all others jobs.
Normal users - Can only see their jobs.
========
This can be problematic if someone leaves / if someone is away and an urgent change to the schedule is required.
There are users who do not support having admin role but they need access to the report jobs ran by others.
These users need to see the reports job submitted by all other users in Report Job/Report Job History pages and if the report job was failing they need to see the error message/log and start troubleshooting the issue.
A full OAS administrator can edit jobs of another person however it is not appropriate to give full OAS admin access to normal users in production and so this is not really a viable option.

I suspect this may be possible in OAS (but not OAC) today. Unlike OAC, in OAS you have full control over your security policy (assigning permissions to roles). There is a permission set called bip.administrator as documented here:
If you grant this permission set to the application role of your choice, members of that application role will get BIP admin permissions.

I also vote for this idea.
Some of my customer's also request the feature for BAU. IT admin usually initially setup the report job and assign some power users to manage the jobs.
