Announcing The Oracle Business Intelligence 12.2.1.4 Installer for Fusion Middleware 12.2.1.4
The Oracle Business Intelligence 12.2.1.4 Installer for Fusion Middleware (FMW) 12.2.1.4 is now available.
Support for Oracle Business Intelligence 12.2.1.4 on Fusion Middleware 12.2.1.3 is coming to an end. Details can be found in the following My Oracle Support Document: Oracle Business Intelligence Enterprise Edition (OBIEE) Error Correction Support (Doc ID 1664916.1)
Customers are highly encouraged to plan to move their Oracle Business Intelligence installations off of FMW 12.2.1.3 as soon as possible.
Oracle recommends that Oracle Business Intelligence customers to take this opportunity to upgrade to Oracle Analytics Server. Oracle Analytics Server provides equivalent capabilities of Oracle Business Intelligence and adds new self-service capabilities. Oracle Analytics new features provide a modern data visualization experience as well as capabilities for self-service data modeling and data preparation. Licensed Oracle Business Intelligence customers can upgrade without additional licensing costs. Upgrade to Oracle Analytics Server is straightforward and documented here:

@user1748805 , delete your browser's temp files/cookies and try again.
After some time, some of the cookies get too big and the portal does refuse the request with the error you see: open the browser's dev tool extension when you are on the page with the error, go to "Application", "Cookie" and delete the cookies for the URL you are on and refresh the page (this is for Chrome, other browsers maybe have a slightly different naming).
