Move the ability to modify current subscriptions for Agents to BI Author

Currently the ability to create agents, publish agents for subscription, and chain agents are all set at the BI Author level. This is great as it allows the users access to work with the agents without needing access to the BI Administrator role. The BI Administrator role is not a role you want to give access to many users, as it controls ALL of the administration of the OTBI area. But there are users that create the agents, schedule the reports to be run and handle all of the work associated to those agents, but they cannot modify the subscriptions because that is done with the BI Administrator role and they only have the BI Author role. It is very frustrating for them to have to constantly wait for the BI Administrators to do the work for them. We need this access to be lowered to the BI Author level.
