We would like to explore this functionality for some of our budget reports, however, we are struggling to find an access and permission structure that will allow our end users to use this without giving them a role that grants broader system and data access. The only role we have found to work is BI Data Model Author.

You can manage in the permissions who (app role or user) can use write-back. If you don't already an app role that perfectly fit the users you need to be able to do it, create a new one that you use just for being able to use write-back.
