Restrict custom Map Layers and Extensions by role/users

While I think we can all agree that providing the mechanism to create/use custom Map Layers and Extensions is a very powerful and useful option to supply to users when the out of box supported Oracle visuals aren't exactly what we are looking for, we do run into an issue where we are unable to expose these custom items to a targeted audience. Unfortunately, once it's uploaded it is available for all to use.
This is problematic for a few reasons.
- To many one off possibilities made available can bloat the options making it noisy and confusing for the end users
- 'Acceptable' visualizations may apply to target group but not another making it a challenge to maintain
- Visuals may be designed for specific use cases and have really no business being used by others without proper vetting.
I am not seeing any way to do this in the existing admin console area. Is this something that exists and I am missing it somehow?
