@GK48 user-defined app roles should neither gain nor lose functionality when a new permission is added. Predefined app roles on the other hand may gain functionality if a net new feature is added.
As an example of how this works, in the July update the following export-related permissions were added:
Download File-Based Data: Existing capability: Previously controlled by role-based permissions for DVContentAuthor.
- Any role that has the role-based permissions from DVContentAuthor will be granted this new permission when the July update was applied (or if a pre-July Snapshot is restored)
Export Workbook Data: Existing capability: Previously controlled by the Export Workbook to Document permission
- Any role that has the Export Workbook to Document permission will be granted this new permission when the July update was applied (or if a pre-July Snapshot is restored)
Export Content: Existing capability: Previously controlled by role-based permissions for DVContentAuthor
- Any role that has the role-based permissions from DVContentAuthor will be granted this new permission when the July update was applied (or if a pre-July Snapshot is restored)
This is how your user-defined app roles are being granted the new permissions.

In my scenario, it would have been our custom user role having the role-based permissions from DVContentAuthor, therefore being granted the permissions you listed above. Appreciate the detailed responses and highlighting how security, roles and permission function in OAC.
