@Saroj Kumar Behera - Kindly validate the status of OAC from OCI console. In case it's actually paused, you will have to resume it. Please refer the below document for steps.

do you know if your instance is possibly being updated to the September 2024 update? It's worth checking if this might be what's causing this.
Last week, I have checked in - Instance already been updated to Sep - 2024.
We have not touched to pause the analytics service in OCI Console. Why it automatically showing this issue.

You can check the activity log and see if the pause Instance was Initiated?
You can see the activity log when you go to your OCI Console, select the OAC instance in question and then scroll down the page to the "Activity Log" section:

Checking your instance internally I do see pause/resume activity on 09/20 and a pause on 09/22 and resume on 09/23. One of your users with manage service instance access to analytics in oci console may have initiated this or possible that someone has oci cli scripts to pause/resume the service? Currently the service shows active, so you should be able to access the service.

Does Oracle Analytics Server 2026 include AI features such as a built-in chatbot or AI Assistant? If not, are there any plans or indications that these AI capabilities will be introduced in a future OAS release?
