Add 'GL Account Hierarchy Level 1' in Project - Cost: GL Account folder

Hi, we use OAS 7.0, OBIA 7.6.4, EBS 12.2. The OOTB Project - Cost subject area has 'GL Account Number' and shows project cost (ex. a period, a project number and cost ) distributing in various accounts (when added to the analysis). We understand that the cost grain does not go any further(finer) for this segment in this subject area. We want to add GL Account Hierarchy Level 1, such that if the project cost in a GL account is XX, and that GL Account has Level 1 hierarchy as A, B, C then the cost XX will repeat for each of its hierarchy levels (standard behavior when you add a custom snowflake without conforming the fact). When we add 'GL Account Hierarchy Level 1' (from Dim_W_HIERARCHY_D_Segment2.HIER1_CODE which is joined to W_GL_ACCOUNT_D through W_GL_SEGMENT_D_segment2), it throughs 'State: HY000. Code: 14025. [nQSError: 14025] No fact table exists at the requested level of detail… … … .. We want to suppress it and have account level cost repeat for GL Account Hierarchy Level1 values. So far we have tried adding metrics (Cost) to the hierarchy total level, adding GL Segment2 (which GL Account Hierarchy) at fact's content level and combinations there of, but not successful, any tip is highly appreciated.
