Can you please check & try whether 'Manage Schedules Privilege' does the job?
It is inherited by BIAdministrator (OOTB) Role but not part of BI Consumer or BI Author.

We have checked 'Manage Schedules Privilege' only assigned to BIAdministrator, but there are few users does not have BIAdministrator still able to view Report Job History. We would like to check which Privilege provide such access to them.

Please be reminded that my reply below is not official answer from Oracle, and I am not from the respective product team. Below you should treat as my personal understanding and comment, it may not be correct.
I think "Manage Schedules Privilege" may not be relevant under current scenario, as you observed, there are users without such privilege still able to see the shortcut link on Home page, and from its description, I think it is not relevant (Provides access to Manage Schedules in BI Cloud Connector) as BI Cloud Connector is another function.

Even if it brings the history shortcut to home page, I may not grant it as it may grant other excessive privileges to BI consumer, i.e. everyone. I forgot whether I tested it but it should be yes and the result should be negative as I logged an idea lab on it before, from my previous experience if it is configurable, product team member will reject the idea and tell it is already available, so now I think it may be not configurable:
As a workaround, just ask user to go to any one of the custom BIP report, click More > History or More > Jobs, they will be able to access the page, and then remove the Report path attribute to search, it serves the same function, only not convenient if we don't have a shortcut link on home page.
