OAC Search Functionality - Default to ALL

OAC users have raised a concern for the way the search default location in OAC appears, compared to OBIEE.

They would like the default search path to be ALL (instead of the starting folder). This way OAC objects located in any folder are part of the search.

(this is not about checkbox for include sub folders.

High level OAC navigation:

1. Go to the Home page
2. Click Catalog
3. Click Search
4. In the Search pane, specify the search criteria
