Fusion Data Intelligence activation simplified

Fusion Data Intelligence activation is now possible without UCC. This is applicable to all customers, new or existing, who have not yet activated FDI.
- New customers will not get UCC auto-added to their order anymore and as a result, they will get only one activation email => the one for FDI.
- Existing customers who already had UCC on their order are no longer required to activate this first. They can ignore the UCC activation email and just move forward with FDI one.
- Customers who might have required 0$PAYG to activate FDI will no longer need that. They can activate FDI without it.
