Add Native Incremental Refresh for Datasets in Oracle Analytics Server (DV)

Description:
Currently, Oracle Analytics Server requires full dataset reloads or manual Data Flow workarounds for incremental logic, which increases refresh time and resource usage.
Modern BI tools like Tableau, Qlik, ThoughtSpot, and Looker support native incremental refresh, enabling faster dataset updates by only reloading new or changed data.
Proposal:
- Add a simple Incremental Refresh option in Dataset settings.
- Allow users to choose a partition column (e.g., Last Updated Date).
- Define refresh window (e.g., last 30 days) and archive retention (e.g., 5 years).
- Eliminate the need for Data Flows for basic incremental updates.
Benefits:
Shorter refresh times
Reduced server load
Better real-time dashboard performance
Aligns Oracle Analytics with modern BI standards
P.S. I am not too sure if this is already available in OAC as we are currently on OAS 7.6 (OAS 2024)
