I came across this article https://blogs.oracle.com/analytics/post/reusable-workbooks-fdi-artifacts-for-fusion-data-intelligence . Blog has a link to Oracle public repository (Click here ) but when I click on the link, it doesn't work for me. Does anyone know how to get access to it?

Just to make sure I'm following—are you saying that all the downloadable content in the community posts referenced above is the same as what's available in the public shared folders/repository?

Yes, you are right… This to give better experience as the shared folder needs explicit access.
