Request to allow non-editors to add notes to reports in OAC

In our use case, OAC reports are used by dozens of on-the-ground managers with specific knowledge as to why metrics are performing in a certain way. We'd like to capture that knowledge directly on relevant reports so it can be shared and mutually learned from. Currently, analysts with edit privileges can't support the volume of data entry required to add those notes themselves.

It'd be an incredibly valuable feature for us if, as an example, there were an additional privilege enabling users to add and edit notes but nothing else on a report. Extra points if we could extract those notes back to a database along with the filters and data point(s) it's attached to for use in other analyses and AI enablement.
