Inability to add custom themes to DV in OAS 2025

Question

We recently upgraded from OAS 2024 to OAS 2025 and have been eagerly awaiting the new feature that allows adding company-branded custom color themes to DV. From what I understand, this capability was introduced in OAS 2025. However, when I navigate to the Themes and Layout section in the console, I don't see any option to add custom themes or layouts. I'm performing this action as an administrator and have confirmed that the administrator role has the necessary permissions to create and edit themes/layouts.

Is this a known issue or possibly a bug? Has anyone else encountered this behavior in OAS 2025 DV?

The, maybe unexpected, way to create a theme is by starting modifying a default one and then save the result as a custom theme.
