Created a custom theme. Does it posible to export a custom theme and import into another environment?

Yes, themes can be migrated between environments, but only as part of workbook migration. You cannot centrally define a custom theme in DEV and push it as a “global theme” to TEST/PROD. Migration works only at the workbook level (themes embedded with that workbook).
