OAS Roles do not seem to be inheriting the highest-level permissions.

We imported our security from 7.6 to OAS 2025. Our roles are mapped in EM and work fine in 7.6. However, in OAS 2025 we have a user who is an admin (we use AD groups to map our security to our OAS roles) and he is in an Admin AD group as well as an Author AD group. For some reason he is only getting permission of the Author. The mapping is correct and working as expected in 7.6 and he is getting the higher permissions, but in OAS 2025 he only seems to be getting the Author permissions.
