Talent Review Missing colleague details for reporting

Raising this enhancement request based on the communications between Oracle Fusion HCM and FDI Product teams on the logic implemented for talent review. Below SR details for reference.

Consider the following scenario:
A facilitator saves a colleague within a team meeting and then closes the meeting.
After this, the reviewer is able to see that colleague in the team meeting and can proceed to rate them. However, based on the current behaviour in the BI report, the colleague appears in HRR_MEETING_REVIEWEES, but does not appear in HRR_DASHBOARDS. According to the existing FDI reporting logic, the system consumes data only from HRR_DASHBOARDS, not from HRR_MEETING_REVIEWEES, when generating the FDI report.

Reason for this Enhancement Request :

Consider A report is being fetched from FDI everyday in the morning to inform the reviewers that they have not completed the ratings for the colleagues . The colleagues who are saved by the facilitators will not be visible in the FDI report whereas if the same report was taken from Oracle Fusion HCM OTBI reports the colleague will appear as "to be rated by reviewer" which is a discrepancy between reports .

If the reports from FDI and OTBI match we can follow up and close the ratings on time allowing the team to proceed with the compensation cycle for the colleagues .
