Add “Certified / Validated” Status for Data Visualizer (DV) Workbooks in OAS/OAC

Problem:
In organizations using self-service analytics with Data Visualizer (DV), users across departments can create and share workbooks freely. While this enables agility, it introduces a significant governance challenge:
- Reports may not align with enterprise KPIs or standardized definitions
- Leadership may consume unvalidated or inconsistent metrics
- There is no clear distinction between exploratory analysis and enterprise-grade reporting
Currently, DV does not provide a native mechanism to indicate whether a workbook is trusted, validated, or certified.
Proposed Solution:
Introduce a native Workbook Certification Framework within DV, allowing administrators or authorized users to assign a validation status to workbooks.

- Certification Status Field (Metadata)
- Certified
- Under Review
- Not Validated
- Visual Indicator / Badge
- Display status prominently on workbook tiles and inside the workbook UI - Example: “Certified by Finance”
- Role-Based Control
- Only designated roles (e.g., BI Admins, Data Stewards/DV Power Users) can assign or modify certification
- Catalog Filtering
- Ability to filter/search workbooks by certification status
- Audit & Governance Metadata
- Last validated date
- Validated by (user/role)
- Optional expiration/revalidation cycle
Business Impact / Value:
- Improves trust in analytics across the organization
- Prevents decision-making based on inconsistent or incorrect KPIs
- Enables safe scaling of self-service BI without restricting users
- Aligns DV with governance capabilities seen in other BI tools (e.g., certified datasets, endorsed content)
