Redwood Purchasing Landing Page - OTBI question

I've consulted these links below and am still unclear from the documentation language how to make the OTBI reports appear in the Create Configuration page. It doesn't seem to open just for any OTBI. What are the steps to make sure I can choose the OTBI report other than it being in the Shared folders?
