I have OBI installation 12.2.1.4 with the 19c installed.

What are you trying to patch exactly?
A database client you installed yourself? Or something that was provided as part of OBIEE?
For the first, you probably just install a new one. It isn't related to OBIEE.
For the second, you should look at all the available patches for the product. If you patch WebLogic, FMW and OBIEE that's all the patches available. The patch page in MOS for OBIEE should also list extra links if needed to update different things (like
