Apply Button not working for BI Report after adding to Dashboard

Created a BIP Report which is having parameters and added the BIP Report to a Dashboard Page and also created Dashboard Parameters page. After selecting the value in the Dashboard Parameter clicking on Apply button not able to see the output, after clicking on Refresh button able to see the output. Is this the expected behaviour or am i missing anything in the set up.
