The announced desupport for TLS 1.0 and TLS 1.1 is really just that. It is something Oracle is doing across most products mostly because those are outdates cryptographic protocols, and more widely everybody is desupporting them because not secure anymore (Windows did it etc.).
It doesn't impact anything else. Even if your database connection uses TLS, it was probably already using TLS 1.2 (this one goes back to 2008) or even 1.3 (this one being supported in OAC since November 2025).
If your connection isn't encrypted, nothing change. At best you can take this announcement as a reason to think about the topic: do you need an encrypted connection between OAC and your database? Who can see the traffic and data in it if not encrypted? In general, in cloud, it's a good thing to always use an encrypted connection, mostly because it isn't "just" a network cable in your own basement connecting the 2 servers…

Thank you for your answer.
We raised an SR and have been advised to update our database connections to use TLS 1.2.
Oracle will be postponing this update in our tenancy, to give us some time to do the necessary remediation.
Our SR on this issue has just been updated to state that the TLS 1.2 change won't affect our non TLS connections.
We will postpone the PROD update anyway and consider whether we should update to TLS 1.2 like you suggested.
