Is it possible to migrate the OBIEE reports built in 11.1.1.9 to OBIEE 11.1.1.7?

The other way round definitely but not sure you can "downgrade" catalog objects.
You can give it a shot and just archive/unarchive but as soon as the object contains .9 stuff it will fail.
Why do this anyway? Both .7 and .9 are ages old.
there is a project using 11.1.1.9, but need to use an enterprise bi tools(OBIEE) which is 11.1.1.7, RPD managed to downgrade but the catalogs couldn't be unarchive in 11.1.1.7 and there is incompatible version error pop up. Is this means that, not possible to migrate catalog developed in 11.1.1.9 to 11.1.1.7, is there any workaround beside upgrade the 11.1.1.7 to 11.1.1.9 in enterprise bi tools(OBIEE)
The atr files will just not accept to go from .9 to .7. Can't remember how the XML changed between .7 and .9, but you maybe have more luck by copying the XML code of your objects and cross your fingers (there are chances some pieces will disappear or complain about unknown tags, you will have to fix that by hand).
Catalog is XML + atr : atr is a binary file with security, ownership, object type, version and few other metadata, XML is based on the XSD files, so if XSD are different you can have pieces of code which can't exist in .7 as the XSD doesn't allow it.

....what do you mean "11.1.1.7 to 11.1.1.9 in enterprise bi tools(OBIEE)" ? Do you think 11.1.1.9 is an "Enterprise Tool" and 11.1.1.7 is not?! Pretty unclear what you are talking about there...

What i meant with enterprise is the tools is using for all users as a reporting tools of the company.
No separate reporting tools within one company.
You should be maintaining consistency across the enterprise - else you end up with the issue you have.
May I know what is the latest bundle patch for OBIEE 11.1.1.9.0?
