The "specific folder" you have no way to set it, that would be too much.
For the other part of the question depends a lot on what the "file" is and where it comes from
http://blablabla:1234/analytics/saw.dll?downloadfile&Path=/shared/Marketing/Marketing_Smartview_template.xlsx

It was documented somewhere (and I guess it still is).
Of course it doesn't cover "download a file to a specific directory and give the file a specific name" as the target directory can't be set and the filename is the same as the file in the catalog ...
Yeah it is documented somewhere. Where...no idea :-) It's just random stuff that clings to my brain.
