This may be another manifestation of the problem mentioned in OAC 12.2.4.0.0: Enabling the 'Go to the New Home Page' link
In OAC 12.2.2.0.0 (Build BIPS-20170417212246 64-bit), the first option under the New menu is Data Visualization Projects. That option is missing in my recent installation of OAC 12.2.4.0.0 (Build BIPS-20180228095842 64-bit). I did include the 'Self-Service Data Visualization' option on the installation screens, and I can get to the new home screen and the projects interface by manually changing the URL to /dv/ui?pageid=catalog instead of /analytics. So I know the functionality is there.
Is this a bug, or am I perhaps missing a step required to enable the Data Visualization Projects option on the New menu?
