New install of OBIEE 12.2.1.3.0 is not showing Catalog, New, Open, menus on home

Question

I have previously installed  12.2.1.2.0 using LDAP authentication. The whole process was documented and worked fine. As a user member of the BI Administration  group I am able to see the Catalog, New, Open menus.

However, I have done the same installation with 12.2.1.3.0, but, for the life of me I can't work out why I can't get the menus to appear. I have compared all the settings between the two installs - all same. Any idea what I Can look at next?

Missing in 12.2.1.3.0

The only difference I can spot - and I don't know how to change is the policy store provider. in 12.2.1.2.0 is LDAP and in 12.2.1.3.0 is Oracle Database

The issues happens if the BISystem role is missing with membership of user BISystemUser. Once I added the application role and restarted the services all worked as expected. I'm not sure why the role was missing.

Menus showing as expected.

Yes - also stopped all services and re-started. Tried different clients ... Nothing worked.
