If Internal SSL has been disable from the beginning, we don't have to do "Enabling Internal SSL" step in Post-Upgrade Tasks?

Is this a question or a statement? It isn't clear what your issue is. If you're asking whether internal SSL has to be enabled, it doesn't - it just makes your instance more secure.
