Getting Error: Could not load CSF library nqcsfwrapper64.dll

Dear GURUS,
I am getting some error when trying to start the cluster controller services in OBIEE.
The environment details are as below:
Platform: Windows 2012 R2
OBIEE: 12.2.1.3 (OBIEE is horizontally scaled)
DB: Oracle 11g
The issue is I started getting error "Could not load CSF library nqcsfwrapper64.dll" when am trying to start the services using start.cmd.
This started a few days back only and before that the services were all starting up fine.
I'm almost sure that nothing broke on the servers.
I googled and found that this issue is due to incompatible server, however, in my case, this is not True.
Request you to kindly guide me resolve this.
Note: We have other servers as well and all other are working fine with 12C.
