Advanced search issue for a column prompt

I created a prompt which has many values. There are no filters and "All Column Values" is the default selection. I would expect to see the "More" options when I click the advanced search option. The more option is not available (see screenshot). The prompt only displays the first 118 values. However when I type "R" which is the beginning character of some of these IDs I get the more option. When I type "C" I only get the 118 values yet for C there are supposed to be close to 4K values. This is for the same ID column / prompt. When I do not make a selection I expect to see the "More" option by default. Any thoughts anyone? I am using OBIEE 12c ( 12.2.1.3.0)
