OBIEE 12.2.1.4 - Admin tool

We just installed OBIEE 12.2.1.4 and are unable to create a connection via the BI Admin Tool.

By selecting the new driver we are receiving below error:

The setup routines for the oracle BI Server could not be loaded due to system error code 998: Invalid access to memory location (<install loc\bi\bifoundation\server\bin\nqsetup.dll)

Remarks:

1) Issue in on Windows 10 + Windows 7 machine

2) Microsoft Visual Studio C++ is nstalled on the machine

This machine previously had 12.2.1.2 installed. This has been de-installed same problem occurs.

Anyone got Admin tool working on 12.2.1.4?
