[OBIEE 12c] Could you share with me a list of steps to deploy changes on PRD and analytics side? I would like to know the best practices of implementing changes.

You could consider using BAR files to move rpd, catalog & application roles. To retain connection pools and rpd variables which tend to vary by environment, you can use the datamodel.cmd/sh utility to export/import these.

You can in theory, automate this process.

Follow typical leading practices ... EXCEPT do your development & testing off production data and structures.  Removes the guess-work and you aren't trying to use a limited set and a rapidly changing structure.

When I uploaded PRD and restarted environment, should i go to rpd and check data consistency on online mode?

You mean check the consistency *of the RPD*, right? There is no such thing as a data consistency check.
