Report Links (Export, Analyze & Others) in Dashboard disappear

I have enabled and selected specific report links ( Analyze, Refresh, Export etc) at the dashboard level, and page level and even analysis level but for some reason and only for one dashboard the links option appear for a quick second but then they disappear and look like this: highlighted in yellow, any idea what is happening?
