When creating a new Connection in DV, is there any way to limit its visibility and use, so that only selected roles and/or users can build projects with it?

I assume you mean "inside OBIEE 12.2.1.4" when you ask this question. OBIEE shouldn't be used as a basis for comparison and rather OAS. OAS 5.5 does support this, yes.
