OBIEE 12c: Publisher Data Source Read/Write Privileges

From what I can ascertain, a user either has access to a data source or they do not.  We have a user that we want to be able to develop Data Models and Reports, but only for one data source; however, we still want them to be able to run reports made available to them that run from other data sources.  Is there no way to handle this?
