Read Only Access to Fusion Cloud OTBI Reports

Has anyone created a custom role so that a use can run OTBI report. This user has no transactional roles. I keep getting a data error when I test the new role I get this error message. But others can run the report.

Error Message: Result field position: 21, has metadata data type of double, but the actual result data type is varchar. This can be resolved by having an administrator refresh the server metadata.
