New installation of Oracle BI EE Client on Windows 7 machine. Database opens in "Read Only" Mode

I installed Oracle BiEE 12C client on Windows 7 64 bit machine. I installed the instant client as well. Everything looks right except with I open in online mode I get a "Read Only" version of the database. I am unable to import metadata.
Does anyone have any suggestions? I repeated the installation using an 11G client and got the same result. I can see the glorious database but I can't make any edits. I am not sure what to try next. I tried the credentials of an admin who has full access so this is not the issue.
