Create an Analytics instance with a specific snapshot

I want to have more control on the API for start and stop an instance. For example even if my OAC instance is stopped for example a dev/test environment i needed to pay for this. In my case 15 euro a day. If you look this on a whole year this can be a lot off money. So what i want to create a new OAC instance with a snapshot restore automatically. Now we delete a OAC instance and if needed we create one and restore this with a snapshot. But this takes still a lot of manually handling. So can we automate this?

Use Case and Business Need

It save money if we can easily create an OAC instance with a specific snapshot. Now we can say stop the instance and start the instance when we needed only we have still to pay for each day even when we don't use it or we can create a new instance and aftherthat we do a snapshot restore. The last has still some manual actions, so we want to automate this that a customer can click on a script and there is the environment.
